First COA Entrance Conference Audit in BASULTA Held in Isabela City

The Audit Group of Commission on Audit – BARMM Regional Office conducted an Entrance Conference Audit for Calendar Year 2022 with the officials of the City Government of Isabela, Tuesday, January 31 at Basilan Business Hotel, this city. This activity is strongly supported by Mayor Sitti Djalia A. Turabin-Hataman as this is in line with her top priority agenda of providing a transparent, participatory, effective and efficient local government for the Isabeleños where government resources are ensured to be properly and effeciently managed and utilized by accountable city officials. The entrance conference aims to lay down what is expected from the management in regard to various accounts and operations within the covered audit period. It also serves as an avenue for the management and the audit team to provide information and updates on the procedural requirements to ensure that government funds are judiciously spent, consistent with existing laws. In her opening remarks, State Auditor Nona Imlan, CPA, welcomed everyone to the entrance conference and expressed her gratitude to Isabela City as the very first to conduct COA entrance conference audit in BASULTA. Audit Team Leader Charlotte Tugal, CPA, presented the objectives and scope of the audit as well as the important concerns relative to the audit of the accounts and operations and the city’s financial management performance and the terms of engagement. Meanwhile, Quazhar-Azeez Pandi, a member of the audit team, spoke about the COA Updates and the PYAR Implementation Status. Consultation Workshop of CDP and ELA to CSO’s and National Government Agency

City Mayor Sitti Djalia Turabin-Hataman together with Vice Mayor Jhul Kifli Salliman spearheaded the consultation workshop of Comprehensive Development Plan and Executive-Legislative Agenda to partner CSOs, NGOs and National Government Agency, February 03 at SP Session Hall. Mayor Turabin-Hataman thanked everyone who attended and explained that the meeting’s goal is to develop and present the 6-year comprehensive development plan for the city to the partner agencies so that they can participate and align their organizational goals with the city’s program as partners. During the session, Engr. Merewyn Sadjail presented the preparation of the list of PPAs, CapDev, and legislative requirements for the drafting of the CDP CY 2023-2028 per development sector, as well as the CDP prioritization and funding requirements for the drafting of the ELA CY 2023-2025. Regional Civil Registration Planning Conference

In line with the celebration of the 33rd Civil Registration Month, the City Government of Isabela through its Office of the City Civil Registrar in collaboration with the Philippine Statistics Authority and Region IX Association of Civil Registrar hosted a 2-day Regional Civil Registration Planning Conference, February 02, at Kasinnahan Hotel and Resort. With the theme, “PSA @ 10: Providing Efficient and Effective Civil Registration and Vital Statistics through Digital Transformation,” the celebration aims to strengthen and intensify the commitment and advocacy of PSA to deliver effective and efficient civil registration services and vital quality statistics to the clients and stakeholders. This is also relevant to the mandate of PSA to enforce civil registration functions in the country. CCR – Dipolog City, ZamDN Vice President-RNACRI Rosemarie Miranda stated in her opening remarks that they will do their best to promote the city and the province, and that it is something to show the world, not just here in Zamboanga Peninsula, with the advent of new technology. She also praised Isabela City’s Civil Registrar and promised a favorable review. In her message, Isabela City Mayor Sitti Djalia Turabin-Hataman emphasized the importance of data available through civil registry. She emphasized that the CCR is not just for the issuance of certificates, but serves as a databank from which profiling of the city’s population and barangays is possible. She further stated her administration’s support to the plans and programs of the City Civil Registrar through the proactive City Civil Registrar Dayang Mirhama Jaljalis. She also shared and congratulated the CCR on winning the LAYAG Awards for Excellence in Local Governance for Gender and Development for their GADvocate CCR System, and thanked everyone for visiting Isabela City, hoping that when the delegates return home to their city, municipality, and province, they will bring the beautiful view and good experience here in Isabela City and Basilan with them. “Sinusubukan ng Isabela City na gumanda at maging at par sa inyong lahat, ang pagbisita po ninyo dito ay boost sa confidence namin, malaking bagay na alam naming may naniniwala samin, malaking bagay na may nagchi-cheer sa amin na kapatid at kapitbahay namin sa Region 9.” City Civil Registry Officer Jaljalis presented the City Civil Registry Office Accomplishment Report CY 2022 highlighting the conduct of mobile registration in the city’s 45 barangay, pre-marrigae counselling seminar, Sakayan Kasalang Bayan, and the 2022 DILG Layag Awardee for the HAPIsabela GADvocate CCR Database System on Gender and Development Governance Area as well as the MOA Signing with PSA-BARMM on Philippine Identification System (PHILSYS), Philippine Civil Registration Information System (PHILCRIS), and Philippine Birth Registration Assistance Project (PBRAP), The event was concluded with a presentation of Milestones of 2002 and closing remarks from MCR-Siay, Zamboanga Sibugay President-RNACRI Samson Barrientos. Upon arrival on February 1, delegates were presented with the best practices of City Civil Registry Office and also experienced an Island Tour courtesy of Local Government of Isabela City at Lampinigan Beach and Pahali Resort, Malamawi Island.
