4.3 Nine-Point Agenda
Transparent, Participatory, Effective and Efficient Governance.
The Isabela City Government shall ensure that all government transactions and public records are made available to the public, and that the government leaders engage the meaningful participation of all stakeholders in determining policies and programs. Moreover, this administration shall employ all means necessary to improve processes, systems, and human resources in order to provide quality service to the people.
Safe, Secure and Resilient Community.
Policies creating an environment that implements the rule of law to deter lawless elements from disrupting public order and safety, and enables the community to respond to natural and man-made calamities shall be put in place.
Clean and Environment Friendly.
All efforts are geared towards achieving a clean, green and environmentally sustainable city.
Health, Education and Well-Being
Reforms ensuring that all Isabeleños will have access to quality health and education services, as well as programs and projects that promote holistic well- being shall be implemented.
Economically Progressive
The economic potential of the city shall be increased by promoting business-friendly environment to encourage creation of jobs through small, medium, and large enterprises across all industries. Financial literacy will also be advanced to maximize economic success.
Culturally Diverse and Proud
Love and respect for culture and heritage as an integral part in establishing the identity of Isabela City and its people will be encouraged.
Sustainable Tourism
Support for sustainable tourism development will be maintained.
Care for the Vulnerable Members of the Society
Safe spaces for vulnerable members of the society will be supported and created, including but not limited to spaces for children, youth, women, persons with disabilities, elderly, and the members of the LGBTQ.
Synergy
At the heart of this nine-point agenda is the policy of encouraging all sectors of the community to actively work together in realizing the promise of this agenda regardless of present or past political affiliation, religion, ethnolinguistic group, age, or gender identification. It acknowledges that bringing together all of these perspectives makes Isabela City what it is. In operational terms, synergy translates to bringing
