The Philippine Statistics Authority (PSA), through the Regional Statistical Services Office IX (RSSO IX), successfully conducted a three-day training workshop on the Administrative Petition for Correction Automated System (APCAS) from January 20 to 22, held in Sakayan Conference Room. The activity aimed to strengthen the technical capacity of Civil Registry personnel and partner offices in the efficient processing of administrative petitions for correction under relevant civil registration laws.
An overview of the training was presented by Registration Officer IV Roxan Kastine Lumapas of PSA RSSO IX, followed by a message of appreciation from Acting City Civil Registrar Nelsa Yahkob.
The first day covered key foundational topics, including an Audio-Visual Presentation on APCAS, a pre-test assessment, and technical discussions such as Virtual Private Network (VPN) configuration facilitated by IT Personnel of PSA RSSO IX Aaron-Nive Torres. Participants were also oriented on the Process Flow for APCAS and the Process Flow for Enrollment of LCR Accounts, as well as Module 3: APCAS User Manual for PSA Legal Service.
Participants were also guided through Modules 4, 5, and 6 of the APCAS User Manual, specifically designed for LCR Staff, LCR Supervisors, and PSO Staff, respectively. The day concluded with a discussion on the Data Privacy Act of 2012, underscoring the importance of data protection and confidentiality in civil registration processes.
On Day 2, participants engaged in a recap of Day 1 activities, followed by hands-on sessions on Creation of Accounts for LCR Supervisors, LCR Staff, and PSO Staff. The highlight of the day was the APCAS Training and Exposure, which included a live demonstration of dummy petitions for Correction of Clerical Error (CCE) and Change of First Name (CFN) under Republic Act No. 9048, as amended by Republic Act No. 10172. The demonstration covered essential operational procedures such as scanning, naming conventions, encoding/data entry, uploading, printing, and decision-making within the APCAS platform.
The final day, focused on advanced operational topics, including Preparation for Annotation, Processing of Electronic Copies of the Action Taken by the Civil Registrar General (CRG), and discussions on Significant Changes in APCAS. A question-and-answer session allowed participants to clarify system procedures and address implementation concerns.
